Intelligence Analysis

Our Intelligence Analysis capabilities include providing Source Management, Analysis, Collections Management, FMV, creating Intelligence packages, use of a number of different Intelligence information gathering tools used within the Intelligence Community and DoD.  More specifically, we have specialized niche areas within MASINT, SIGINT, GMTI, GEOSPATIAL, IMINT, ALL SOURCE, and OPERATIONS.

We take a Multi-Discipline Intelligence/General Military Intelligence Analyst approach and can participate in production, indications and warning, collection management, targeting, imagery, network analysis, counterintelligence, counter-terrorism, information operations, foreign disclosure, international engagements and threat analysis.  SGS resources conduct research efforts, planning, coordination and synthesis research to produce all-source and specialized intelligence products/responses.

Program Management

SGS uses a robust, flexible delivery model that can be expanded based on the type, size, risk and duration of a project.  Below is a high level outline of our methodology.

Project Leadership

The project leadership is the top level management body within the project. It assumes overall responsibility for the direction of the project and should, therefore, represent the business, user and supplier communities.

The Program Manager role is defined to look after the business interests. The program manager is ultimately accountable for the project, supported by the project team. The Program Manager ensures that the project remains focused on the business case approach to the project, balancing the demands of business, users and suppliers.  In Signature's model, our Program Manager aligns directly to the customer sponsor and senior stakeholders.

Project Planning

The Project Plan is an overview of the project, and is a living document. It provides the project outline and is used by the Project Leadership as a baseline against which to monitor actual delivery and project progress, stage by stage. The Project Plan also identifies key deliverables, resource requirements and the project milestones. It also identifies major control points within the project, such as stage boundaries. The Project Quality Plan for the project is documented separately in another part of the Project Overview Document.

Section Plan

Sections are partitions of the project with discreet decision points. A stage is a collection of activities and products whose delivery is managed as a sub section in the project plan. The number of stages is flexible and depends on the requirements of the project. SPM2 stages are often described as "management stages" in order to differentiate them from a different use of the word "stages" used in some specific project environments.

Project Phases

Initiation

The major activities which take place during this phase are:

  • Provide an overview of the project objectives to stakeholders and project sponsor
  • Provide an overview of the inclusions, exclusions, assumptions and dependencies
  • Review deliverables for the project
  • Review the project structure in regard to project roles and responsibilities
  • Develop Quality Plan (as needed)
  • Create an initial Project Plan
  • Define and agree on Project control mechanisms
Delivery

During this phase of the project, the Project Manager initiates the following:

  • Project kick-off meeting with customer leadership, stakeholders and project manager
  • Create project plan baseline
  • Outline deliverables and quality plan
  • Direct and conduct work on Signature's deliverables
  • Direct Signature's resources
  • Track the project plan and cost resource usage
  • Manage any deviations from section or project plan
  • Inform all interested parties about project progress in a timely manner in accordance with the contract
Closure

Closure is the act of contractually ending the services being provided to the customer.  The method of closing a project is tailored to the requirements within the contact.  The following is an illustrative list of goals of the process to close the project. According to the type of project, they may not all be required.

  • Ensure that the contracted deliverables in the statement of work or contract are complete
  • Ensure that all expected products have been handed over and accepted by the client
  • Ensure that arrangements for the support and operation of project products are in place (where appropriate)
  • Capture lessons learned from the project and identify any recommendations for follow-on actions
  • Execute a project acceptance with the customer's project leadership In addition, SGS has processes and procedures to manage Project Communications, Project Controls, Risk and Issue
